Subject: Notice under Rule 4 of SEBI (Procedure for Holding Inquiry and Imposing Penalties by Adjudicating Officer) Rules, 1995
Securities and Exchange Board of India (hereinafter referred to as SEBI) has initiated adjudication proceedings under Section 15 I read with Section 15 A of the Securities and Exchange Board of India Act, 1992 (hereinafter referred to SEBI Act, 1992) in respect of the alleged failure on your part to comply with the summons issued by SEBI. The undersigned has been appointed as the Adjudicating Officer to inquire into and adjudge under Section 15I read with Section 15 A the violations alleged to have been committed by you.
SEBI conducted investigation into the trading in the scrip of M/s DSQ Biotech Ltd. (hereinafter referred to as M/s. DSQ Biotech Ltd.). In this regard it is alleged that during the course of the investigation, the investigating authority appointed by SEBI issued to you the summons/letters dated 23.08.2002, 27.09.2002, 08.03.2004, 08.04.2004 and 21.04.2004 requiring you to provide the information to the investigating authority relating to your dealings in the scrip of M/s. DSQ Biotech Ltd. It is alleged that you failed to provide the documents and information sought by the investigating authority of SEBI. It is alleged that as you failed to provide necessary information to the investigating authority you are liable to the penalty prescribed under section 15 A of the SEBI Act, 1992.
You are therefore advised to show cause as to why an inquiry should not be held against you in terms of Rule 4 of SEBI (Procedure for Holding Inquiry and Imposing Penalties by Adjudicating Officer) Rules, 1995 read with section 15 I of the SEBI Act, 1992 and why penalty should not be imposed on you under Section 15 A(a) of SEBI Act, 1992.

DSQ Biotech Ltd. It is alleged that you failed to provide the documents and information sought by the investigating authority of SEBI. It is alleged that as you failed to provide necessary information to the investigating authority you are liable to the penalty prescribed under section 15 A of the SEBI Act, 1992.
You are therefore advised to show cause as to why an inquiry should not be held against you in terms of Rule 4 of SEBI (Procedure for Holding Inquiry and Imposing Penalties by Adjudicating Officer) Rules, 1995 read with section 15 I of the SEBI Act, 1992 and why penalty should not be imposed on you under Section 15 A(a) of SEBI Act, 1992.
